Blackwell, Oklahoma is located in Kay County in the north-central part of the state. Blackwell is strategically located between Oklahoma City, Tulsa and Wichita, Kansas, on I-35.

Blackwell, the county's second largest city, is located in the midst of the rich Chikaskia River farmland. Petroleum wealth is also an important part of the area's economy and history. Recreation in the area can be found at nearby Kaw Lake on the Arkansas River. Blackwell is less than 20 miles NW of the famous Marland Mansion and Pioneer Woman Museum of Ponca City.

Blackwell has received a Community Development Block Grant to inventory infrastructure features for Capital Improvement Planning (CIP).
